TAIWAN’s new president, in a recent widely publicised move, took the side of the people and protestors in refusing to licence Kuo Kuang’s Corporation’s proposed new Naptha Cracking plant and its parent company China Petroleum Corp’s continued operation of its 52-year-old refinery in Kaoshiung.
What is less well known is that Everwish Sdn Bhd applied on
its and two other foreign companies’ behalf to set up a Refinery & Petrochemical Integrated Complex at Pulau Indah to the Selangor Pakatan Rakyat (PR) government.

After due consideration by the state government, the application was rejected. It would have increased significantly the amount of Foreign Direct Investment (FDI) the state would have received as the investment value was RM10 billion and would provide its residents 2,600 new jobs and 20,000 indirect employment opportunities. Everwish claimed that the project had a potential to earn foreign exchange reserves of RM13 billion per year.
The state government under its Mentri Besar (MB) Tan Sri Khalid rejected the proposal in February 2011 and in doing so took the same view and position as did the government of Taiwan.
The reasons for the decision amongst others were:
1) It would cause SEVERE & ADVERSE ECOLOGICAL &
ENVIRONMENTAL IMPACT & jeopardise the regulated coastal buffer zone & mangroves;

2) It was a HIGH RISK INDUSTRY JEOPARDISING PUBLIC SAFETY & HEALTH;
3) The processing of imported crude oil for export will NOT BE A HIGH VALUE ADDED INDUSTRY nor contribute to our TECHNOLOGY but instead pose high risks to the public;
4) The proposed industry requires EXTREMELY HIGH WATER CONSUMPTION which will cause a SEVERE STRAIN ON THE WATER NEEDS of
EXISTING INDUSTRIES & DOMESTIC CONSUMERS; and

5) The 52-year-old refinery in Taiwan would be dismantled and re-assembled in Pulau Indah.
In short, there were highly cogent reasons to classify the
proposal as a NON-SUSTAINABLE ONE.

The two foreign companies then quickly approached Petronas under the Prime Minister and Johor MB Ghani Othman MB, both of whom promptly accepted the proposals heralding the Rapid as a RM60 billion project to be sited in Pengerang, Johor. To show how grateful both were, a 10-year tax holiday was granted for the project.
It has now turned out that the two foreign companies are
China Petroleum Corporation (CPC) in respect of the refinery project and its subsidiary Kuo Kuang Corp for the petrochemical project.

We hold no grudge against them or Everwish as they had every right to make a proposal but the public's grievance is against the federal & Johor governments for accepting a Non-Sustainable Development project in Pengerang, Johor.
To add to the displeasure of Malaysians, CPC had announced they would not build new oil refineries or Petrochemical plants in Taiwan. To put it plainly, Johor was chosen as a dumping ground.

Has the federal government under Najib and the Johor government become so beggared that they would accept what both the Taiwan and Selangor governments have rejected?
Rapid will bring great misery and anxiety to the peoples of Pengerang when they are forcibly relocated some 20km away in a kampong ironically named after Ghani Othman.

LAND GRAB ON A MASSIVE SCALE
It is noteworthy that the consortium that proposed to

Ghani had other plans and on the pretext of development for Rapid, he proceeded to compulsorily acquire a huge acreage under the Land Acquisition Act 1960.
The 22,500 acres was far in excess of the 2,889 acres initially required. This, based upon previous large scale acquisitions in Johor, would provide his government with a huge land bank which can be divested to favoured companies for development.
This would cause the land to be valued, after conversion to development land, to be increased by a thousand per cent or more. Buy cheap to enrich favoured cronies!
WHY THE HASTE?
Why indeed the haste on the part of Najib and Ghani to

The present landowners and house owners are the ones who will suffer. The first phase involves 292 landowners and their families together with those 500 families who have built houses on the landowners’ lands constituting several thousand residents will be evicted soon without alternative accommodation for them.

The consortium is well advised to consider this new scenario before embarking on an increasingly controversial and therefore risky investment.
There were Bukit Merah, Bukit Koman and Lynas. Now there is Rapid. All these the legacy of the BN-Umno government has left for the peoples of Malaysia!

Major German company drops Rapid
project plans

BASF, the world's biggest chemical
maker, will stop pursuing a joint venture with Petronas to construct a
petrochemical plant, as part of the RM60 billion Petronas Refinery and
Petrochemical Integrated Development (Rapid) project in Pengerang, Johor.
The companies said that it has terminated a "heads of agreement" (HOA) announced in March last year, which called for investments of RM4 bilion to expand their partnership in Malaysia.
"It's part of the enlarged Petrochemical complex. The news is slightly negative but Petronas Chemicals can still rope in other partners," said Alliance Research analyst Arhnue Tan.
She said that the cancellation of the BASF-Petronas portion of the Pengerang project may set back, but not jeopardise, the overall project.
Under the terms of the HOA, the partners had agreed to form a new entity , BASF (60 percent) and Petronas (40 percent), to jointly own, develop, construct and operate production facilities for isononanol, highly reactive polyisobutylene, non-ionic surfactants, methanesulfonic acid.
"Both parties are unable to come to an agreement on the terms and conditions for the implementation," the companies said in a jointly-issued statement.
However, Petronas and BASF continue to jointly operate the petrochemical plant in Gebeng industrial zone in Kuantan.
The 150ha integrated chemical site produces acrylic monomers, oxo products and butanediol. The complex is one of the largest integrated chemical sites in the Asia Pacific region, BASF said on its Asia Pacific website.
The Petronas spearheaded Rapid project proposed an oil refinery with a capacity of 300,000 barrels per day to produce gasoline and diesel that meet European specifications and related petrochemical complexes.
It aims to capitalise on the growing need for specialty chemicals and to meet the demand for petroleum and commodity petrochemical products in the Asia Pacific region by 2016.
However, the project has faced resistance from a number of Pengerang residents, politicians and environmental groups.
Earlier this month, four families from Pengerang applied for a judicial review in a bid to stop the acquisition of their lands for the Rapid project.

meluas apabila beliau tidak memberi lesen operasi untuk loji baru

kemarahan para penduduk dan penunjuk perasaan terhadap refineri lama dan
loji baru ini.
Apa yang kurang diketahui umum adalah syarikat
Everwish Sdn Bhd juga memohon bersama dua syarikat asing lain untuk
menubuhkan sebuah Kompleks Penapisan Petrokimia Bersepadu untuk Kerajaan
PR Negeri Selangor di Pulau Indah.
Setelah pertimbangan yang sewajarnya, Kerajaan
Negeri Selangor telah menolak permohonan ini. Walaupun ianya dikatakan akan
meningkatkan jumlah FDI dengan ketara di mana negeri akan menerima nilai
pelaburan sebanyak RM 10b serta 2600 peluang pekerjaan secara langsung
dan 20,000 secara tidak langsung.
Syarikat Everwish Sdn Bhd juga mendakwa bahawa
projek ini mempunyai potensi untuk mendapat rizab pertukaran asing sebanyak RM
13b setahun.
Kerajaan Negeri Selangor di bawah pimpinan Menteri
Besar Tan Sri Khalid Ibrahim telahpun menolak permohonan ini pada
Februari 2011 yang lalu. Beliau mempunyai pandangan yang sama seperti yang
dilakukan oleh kerajaan Taiwan. Keputusan ini dipengaruhi atas beberapa faktor.
1. Menyebabkan
kesan sampingan yang teruk kepada sistem ekologi dan alam sekitar serta menjejaskan
zon penampan pantai dan hutan bakau.
2. Ianya
merupakan industri yang berisiko tinggi dari segi Keselamatan Dan Kesihatan
Awam.
3. Pemprosesan
minyak mentah yang diimport serta eksport tidak akan menjadi Industri
Tambah Nilai Yang Tinggi mahupun menaiktaraf teknologi tetapi sebaliknya
menimbulkan risiko yang tinggi kepada orang ramai.
4. Industry yang
dicadangkan juga memerlukan penggunaan air yang sangat tinggi di mana ianya
akan menjejaskan keperluan sedia industry dan pengguna domestic yang
sedia ada.
5. Loji
penapisan yang berusia 52 tahun akan dirobohkan dan didirikan semula di Pulau
Indah. Ringkasnya terdapat sebab sebab yang meyakinkan untuk mengelaskan
cadangan itu sebagai bukan satu lestari.
Namun dua syarikat asing kemudiannya dengan cepat
mendekati Petronas dan dengan sepantas kilat cadangan ini diluluskan oleh
PM Dato Seri Najib Razak dan MB Johor Ghani Othman sekaligus
mengisytiharkan Rapid sebagai projek bernilai RM60b yang akan didirikan di
Pengerang, Johor. Untuk menunjukkan betapa bersyukurnya atas projek yang bakal
dilaksanakan ini nanti, percutian cukai selama 10 tahun telah diberikan kepada
projek ini.
Kini telah ternyata bahawa dua syarikat asing ialah
China Petroleum Corporation (CPC) bagi refineri dan anak syarikatnya Kuo Kuang
Corp bagi pemprosesan petrokimia. Bukan soal dendam yang diutarakan
kerana mereka berhak untuk membuat permohonan atau cadangan. Namun yang menjadi
isu adalah terhadap Kerajaan Persekutuan dan Kerajaan Negeri Johor yang
meluluskan Projek Pembangunan Bukan Mampan ini.
Apa yang menimbulkan kemarahan rakyat Malaysia
adalah, Taiwan telah membuat pengumuman bahawa tiada pembinaan kilang penapis
minyak yang baru di Taiwan namun memilih Johor atas alasan lambakan.
Apakah kerajaan persekutuan di bawah pimpinan Dato
Seri Najib Razak dan Kerajaan Negeri Johor mempunyai agenda tersendiri apabila
meluluskan projek yang telahpun ditolak permohonannya oleh Taiwan dan Kerajaan
Negeri Selangor sebelum ini?
Projek RAPID ini akan membawa kesengsaraan yang
besar serta kebimbangan kepada orang orang di Pengerang kerana mereka akan
dipindahkan dalam lingkungan 20km, secara paksa. Yang ironinya dinamakan
selepas Ghani Othman. Tanah tempat tinggal mereka nanti akan diambil
mengikut undang undang namun secara paksa dan tanpa rela penduduk.
PENGGUNAAN KELUASAN KAWASAN SECARA BESAR BESARAN
Ini dapat dilihat apabila sebelum ini ketika
cadangan projek di Pulau Indah di mana permintaan yang munasabah dikeluarkan
iaitu penggunaan kawasan seluas 2889 ekar. Ianya juga tidak memerlukan Kerajaan
Negeri Selangor untuk menguatkuasakan Akta Pengambilan Tanah 1960 yang
memaksa perolehan keluasan secara paksa namun ianya melalui persetujuan di
antara pembeli dan penjual.
Sepertinya Ghani Othman mempunyai agenda lain
di atas nama pembangunan RAPID apabila menggunakan Akta Pengambilan Tanah 1960
bagi memperolehi keluasan kawasan sehingga 22,500 ekar yang menunjukkan
perbezaan bilangan yang ketara berbanding 2889 ekar seperti yang dipohon pada
Kerajaan negeri Selangor sebelum ini.
Ini berdasarkan kepada pemerolehan secara besar
besaran di Johor di mana Kerajaan Negeri menyediakan Bank Tanah yang besar bagi
urusan jual beli kepada syarikat syarikat yang digemari bagi tujuan pelaburan.
Ini juga akan menyebabkan harga tanah melambung tinggi selepas penukaran status
kepada tanah pembangunan dan dijangka akan meningkat sehingga 1000% atau
lebih. Belian murah bagi memperkayakan kroni adalah ayat yang tepat dan
sesuai untuk menggambarkan situasi ini.
KENAPA TERGESA GESA?
Mengapa Najib dan Ghani tergesa gesa untuk
memperoleh tanah dan memaksa rakyat menerima projek yang tidak boleh diterima
terutamanya kepada orang miskin di Pengerang. Kenapa mereka tidak boleh
menunggu selepas Pilihanraya Umum supaya pilihan dapat diberikan kepada
Kerajaan Baru samada ingin meneruskan projek ini ataupun tidak. Ini memberikan
sebab yang jelas kepada mereka yang mempunyai fakta bahawa ianya merupakan
keuntungan kepada pihak yang berkepentingan.
KEKAYAAN BUAT SEGILINTIR, KESENGSARAAN KEPADA PENDUDUK PENGERANG
Kepada sesetengah penduduk yang mana tanah mereka
telah diwartakan untuk pengambilalihan nilai berdasarkan penggunaan tanah
terutamanya sector pertanian di mana ianya ditetapkan selama 2 tahun
sebelum ianya diwartakan bagi perolehan.
Keseluruhan tanah sebanyak 22,500 ekar tidak
diperolehi secara terus di dalam masa yang sama tetapi melalui fasa yang
pelbagai. Kebanyakan Kerajaan Negeri mempunyai kemewahan namun
nilai tanah kekal dibekukan untuk sesuatu jangka masa. Mereka boleh menjualnya
pada harga yang lebih tinggi ataupun ketika pasaran menyebelahi kepada kroni
pembeli tanah itu manakala pemilik rumah adalah mereka yang menderita dan
teraniaya.
Fasa 1 akan melibatkan seramai 292 pemilik tanah dan
keluarga mereka bersama dengan 500 keluarga lain yang telah membina rumah atau
kediaman di atas tanah pemilik asal yang menjadikan kepada beberapa ribu
penduduk. Mereka akan diusir dengan kadar sesegera mungkin tanpa disediakan
penginapan alternatif sebagai gantian.
Sehingga kini, pemilik rumah yang dibina atas tanah
pemilik asal tidak diberitahu samada mereka akan diberikan pampasan atau
gantirugi. Apabila persoalan ini diutarakan, jawapan yang diberikan oleh
pegawai pegawai Pejabat Tanah amat mendukacitakan iaitu menyuruh mereka menyewa
rumah yang lain atau tinggal di hotel.
Projek RAPID ini akan menghapuskan 17 buah kampong
yang rata ratanya adalah penduduk yang berbangsa Melayu. Pekan lama Pengerang
yang merupakan sebuah Bandar Cina yang telah berusia 180 tahun juga akan
mengalami nasib yang serupa. Pengerangrites yang menguruskan projek ini
akan menyebabkan kemudaratan yang berganda seperti kehilangan kehidupan serta
tanah dan persekitaran yang tercemar.
BENCANA ALAM
Bencana alam sekitar yang bakal berlaku di Pengerang
boleh digambarkan oleh alam sekitar itu sendiri serta ianya cukup untuk
dinyatakan di sini bahawa penyelidikan yang telah dilakukan di Amerika
Syarikat, Kanada dan Taiwan serta di beberapa tempat lain telah menunjukkan
bahawa gas toksik yang dikeluarkan oleh projek seperti Projek Rapid ini
adalah termasuk sulfur dioksida, oksida hydrogen dan karbon monoksida serta air
sisa kumbahan yang akan menyumbang kepada kesan Rumah Hijau, Hujan
Asid. Fenomena ini boleh memusnahkan tanaman, minyak sawit serta
pokok getah, kemusnahan hidupan laut. Ianya juga mempengaruhi kesihatan tubuh
badan dan meningkatkan peratusan untuk menghidap penyakit kanser, asma,
penyakit pernafasan lain serta penyakit endocrinal.
Sebelum ini, diketahui bahawa Jabatan Alam Sekitar
telahpun menolak laporan EIA pada awal bulan puasa baru baru ini namun
mengejutkan kerana terlalu cepat keputusan ini ditarik balik malah EIA
telah diluluskan secara terperinci bagi meluluskan Projek RAPID ini.
Adakah kerana tekanan politik telah meletakkan Jabatan Alam Sekitar di dalam
keadaan serba salah?
Pakatan Rakyat (PR) menyokong sepenuhnya para
penunjuk perasaan di Pengerang serta saya sendiri mengumumkannya ketika
protes Himpunan Hijau yang terkini bahawa apabila Dato Seri Anwar Ibrahim
menjadi Perdana Menteri, beliau akan memberhentikan projek Kompleks Petrokimia
Bersepadu Refinery & Rapid ini serta mengendalikan kajian dari segi sosial,
ekonomi dan daya upaya projek ini secara menyeluruh. Konsortium dinasihatkan
supaya mempertimbangkan senario atau perkara ini sebelum memulakan projek bagi
mengelakkan risiko kontroversi dan menjejaskan pelaburan.
Telahpun terdapat Bukit Merah, Bukit Koman serta
yang terbaru Lynas, kini terdapat pula Rapid. Inilah warisan kerajaan sekarang
iaitu UMNO /BN yang diwariskan kepada warganegara Malaysia.

慕尤丁:只是大选“策略”
不过,针对蔡锐明的指控,来自柔佛的副首相慕尤丁反抨那只是在野党希望在大选捞取选民支持的“策略”。
“这项计划关乎国家利益,而不是州属利益,不若雪州政府夺取消除贫穷基金会土地那样。”
边加兰村子市镇连根拔起
此外,蔡锐明也说明,政府目前依据两年前的地价来征地,导致当地居民面对更低贱的收购价。
他指出,第一阶段的征地将影响292名地主和他们的家庭,以及500户定居在相关土地的家庭。
蔡锐明补充,RAPID计划将把17个马来人为主的村子连根拔起,而拥有180年历史,以华人为主的边加兰市镇也将面临同样的命运。
他补充,边加兰将遭遇三重的打击,生计、土地和安全环境一举被剥夺。

人民公正党今天揭露,台湾国光石化曾申请在雪兰莪落户,但遭民联雪州政府拒绝,最终才加入了如今在柔佛边加兰极受争议的石油提炼和石化综合发展计划(RAPID)。
公正党副主席蔡锐明今天也质疑,边加兰RAPID计划背后隐藏圈地自肥的阴谋。
蔡锐明今天在位于雪州丽阳镇的公正党总部召开记者会指出,恒愿私人有限公司(Everwish Sdn Bhd)曾代表台湾两家公司,即中国石油和国光石化,向雪州政府献议在英达岛设立石化工厂。
不过,民联雪州政府在考量后,基于环境和健康因素,拒绝了这项献议。
有利经济却伤害雪州人民
蔡锐明(右图)说明,这项献议涉及100亿令吉的投资,宣称可以创造2600个工作机会,以及2万个间接就业机会。
恒愿在献议时也宣称,这项石化投资有可能带来高的130亿令吉的外汇。
“这是一项十分诱人的献议,但是经过透彻研究后,所有的雪州政府机构都拒绝了这项台湾计划。他们说,尽管投资有利经济,但它会伤害雪州人民。”
“换言之,他们(雪州政府)抱持了跟台湾总统(马英九)一样的立场。”
中央和柔政府接受石化案
也是前卫生部长的蔡锐明指出,雪州政府在去年2月回拒该计划3个月之后,柔佛和中央政府就批准了边加兰的RAPID计划,而国光石化也成为了其中一员。
“我们不怪他们(国光和中油),但是我们归咎中央政府和柔州政府接受早被台湾和雪兰莪拒绝的计划。”
蔡锐明表示,雪州政府回拒献议的原因包括,石化计划危害海岸湿地和缓冲带,过度消耗水源,而且台湾计划引进的是一间52年老旧的石化厂。
他补充,石化工厂将提高患癌几率,尤其鼻癌、肠癌、血癌,同时也会引发哮喘和内分泌疾病。其释放的二氧化硫和一氧化碳也会引发温室效应和酸雨。
